Gramblr has been the premiere way to upload photos and videos to Instagram on your PC for a long time. Its interface looks old, but the functionality is as good as ever.
In addition to posting things immediately, you can also use Gramblr to schedule posts for later.

I ran into some bugs, and it crashed occasionally, but uploading did work. The benefit of Upload for Instagram is that you can view your timeline and upload content within the same application. If you only want to upload things, I'd recommend Gramblr.
