Timelapse Pro is a Windows Phone 7.x and 8 photography app that allow you to capture time lapse images that can be converted to animated image files. The app was recently updated to version 4 and adds the ability to upload your images to the cloud to have a Mp4 video file generated.
The catch, you'll need to upgrade the free version of Timelapse Pro to unlock this feature (as well as the ability to save the photos on your Windows Phone) at a cost of $2.99 (up from the original $.99) which isn't too bad if you need an easy way to generate Mp4 videos.
You can still capture and create animated files that are viewable from within Timelapse Pro but it looks like the developer replaced the trial version with a free version that is upgraded within.
There are a couple of issues with Timelapse Pro that the developer is working on. You have some screen rotation issues on the Nokia Lumia 920 and there is a bug with the Samsung firmware that prevents Timelapse Pro from working on Samsung Windows Phone.
