New Windows Phone 8.1.1 build 14203 available to download

There looks to be a new update out on Windows Phone 8.1 for those in the Preview for Developers program. Yesterday's update to Battery Saver hinted at a new build (14203) for Windows Phone coming soon. It would appear that particular build is now rolling out. Time to check your phone for updates.

This new build is notable for enabling a 'real-time Live tile' for the Battery Saver app on Windows Phone 8.1. It also allows you to add Battery Saver to the Quick Settings found in the Action and Notification Center.

To check your phone right now for an update go to settings -> phone update -> check for updates. If you're enrolled in the Preview for Developers program, you should see an update. Look for the 8.10.14203.306 update to be available after checking.

We're still installing right now, but do let us know if you find anything else different in this build for Windows Phone.

Update: Below is what the improvements to Battery Saver look like. You get a real-time Live tile if you pin the app to your Start screen and you can now add it to your Quick Settings.

  • How about also improving the horrible performance of this build of IE. The older versions worked so much better in so many ways. Continuously switching between IE, Opera and Surfy to find one that works on each website is starting to get old.
  • Agreed. While spoofing Safari has made more sites work (espn.com for one) it does cause some issues. Not the least of which is the gigantic font we get now. Seriously, my phone has a 1080x1920 screen and it is reported to sites as 344x612.
  • Not just ESPN. PCMag SecurityWatch doesn't switch to the desktop site despite the settings being set to desktop in IE, and its mobile version has a few elements that are unclickable. The slideshows on WebMD's mobile site is also rendering weirdly too.
    The previous IE is definitely better. Hope Microsoft doesn't use Compatibility Lists to solve these problems like it did for the desktop version of IE.
  • I thought it was spoofing the Android browser, I get so many request by sites to download the Android app version of twitter and pinterest whenever I hit a link to one of those.
  • It is sometimes Safari, sometimes the Android browser. I would prefer they switch to a native WebKit browser. IE is good and very smooth but too many sites don't support or treat it like it's running on Windows Mobile.

  • Actually the current version of IE is reporting as ALL browsers, and MS have added support for vendor-prefixed CSS.for things that sites do not thing that MS support now.   • It's funny you mention that. I was on Grubhub's site last night and the site showed a suggestion for getting both the iPhone app AND the Android app. That was the first time I saw that so your clarification makes perfect sense!
  • Interesting to see that complex ua string. I totally agree about the mixed blessing bit. It would be nice if things were more consistent.
  • After using 8.1.1 for a while now, I have seen improvements to IE. The OS is also more responsive and with less lag. It's now much less glitchy on my Lumia 810.

  • For me IE works well... Apart for YouTube where my phone sometimes crashes while watching a video.

Didn't you see JB's face when he was asked about it❓.. He looked side to side and said "ummm we're working on it" as if it was something bad..

    We must understand that some features require talks between MS, and its partners.. It's not about how easy, or hard it is engineer, because it's just a stupid extension,, rather more politics are involved..

  • Could it be that Google has more leverage?... IDK.. It's just a theory, but it has to hold some water... Nevertheless, MS needs to start flexing its muscles, and quit being so passive.
  • That may be true, but you also have to keep the customers happy. Android has a quick toggle for data and maybe they just have the strongarm to not care if the carriers want it, but people like me who are used to Android (but would love to stick with WP) like options.  It's just like how some big businesses spend so much time trying to please the stock holders that they forget that the customers are the ones driving business. If you aren't going to give me what I want, then I'll find what I want somewhere else.  As much as I love Microsoft, I can't be a diehard WP fan when they act like it's side project sometimes. I won't invest that much into a future Zune. Yes, I know WP isn't dying, but history has shown that they kill things off when it's not doing how they want. I'm pretty sure 3-5% marketshare isn't what they want.
  • Thats so wrong. Android does have a Data Toggle heck even the iPhone has it. Why the actual fuck should carriers be the reason that WP hasn't this feature implemented? Its Microsofts fault, simply because they have not thought about that.

  • Well, in a magical way though, this does not work for Android and IOS. There is a shortcut, so what is the conclusion? WP is still behind with lack of features. This shortcut is another reason for some people to laugh at as when seing a lumia or ATIV or 8x etc WP phone.
  • Or how about adding ability to - gasp - select multiple vidoes in the camera roll. That would be just revolutionary! One truly wonders sometiems what the priorities are - is having the batter percentage on the home screen at all times really so important? :) ps. Not to mention my Video app still refuses to show my camera reel videos..

  • Yes I know its supposed to, but it is not working in my case. I have updated the app, turned the phone on and off a few times, waited, prayed to all kinds imaginary figures etc, and still nothing. I guess I will put that into the same category of irritating bugs as say live tiles all of sudden stopping to update. :)

  • I would say stop comparing WP to other platforms. If you are not satisfied, simply make the switch. WP is what is live with it or select a platform that suits your needs. Its always Android this, iPhone this. Is BlackBerry, FireFox, SailFish, Tizen, Ubuntu  all out of the picture. Every platform has there vision and make them different from the rest. I love my L930 and wouldn't switch for anything, unless MSFT plans the kill the whole platform. Pfffffff :P

  • Yes that will be god to have in Action center. I would also like to have the "Fligth mode" buttom to toggle :) How many use the flight mode every week ? No let that buttom be "Profile mode"  = Normal, Silent, Flight, extra High mode. 
  • I actually have mobile data toggle in action centre on my lumia 735! im on preview for developers and in the UK! Don't worry, I've tipped wcentral and the phone update should (hopefully) come soon! :)

  • NTP time confirmed as working for this release. Automatic time setting finally works for carriers without the NITZ protocol...
  • Any proof you have...? Too many IT-illiterate people spread BS on the internet, so its difficult to believe anything, just because some random nobody says so. Dont take it personal, but this NTP stuff was told by lot of illiterates guys in the past it was fixed, still it wasnt the case, thats the source of my strong doubt.
  • The proof came from Microsoft directly and the fact I've verified this on my own phone which was affected by this issue before this update. I'm a Windows Phone MVP, so hardly IT illiterate thanks very much.

  • after the update, STORE does not showing the option to install application from SD card ( ie: install local apps ), I used to download apps via my PC, and that feature was too useful :(

  • As someone else here mentioned, it seems really likely that carriers might be a road block. After all, more data usage on their network = more money for them when people accidentally go over. It's really simple to implement, sure. But then again: Cyan has been available for months, and that hasn't stopped Verizon from holding it up.

  • This update also fixes the NTP issue for those carriers that don't support NITZ. In other words, if your date/time doesn't update automatically, it will now.

  • Excellent! I remember they supposedly added this with Update 1, but it literally /never/ worked on any devices I was using as Wi-Fi only. So frustrating: If I turned off one of those devices for so much as 5 minutes (or removed the battery, god forbid), the time would be all out of whack, and I'd always have to manually reset it. Glad they finally got it to work properly.
  • Microsoft enabled this option through a carrier customization option, but defaulted the setting to "off".  It seems that carriers either misunderstood or didn't set the option, leaving us with no change in functionality (I read the documentation for that setting and it made no logical sense to me either). With this update, Microsoft listened to our concerns and flipped the default to "on".

  • I'm pretty sure it's mostly called "Preview for Developers" for political reasons. It was originally announced as an enthusiast program when WP8 was unveiled.
  • It doesn't bypass the carriers completely, as I have 8.1 but no Cyan in sight for my icon.
  • Same. Its not really what you think it is. The average consumer shouldn't mess with this as the updates are not complete for some phones.

  • If you have an Icon on Verizon, pleas join the fight and tweet a complain to @verizonwireless we all have been doing it and retweeting each other. At the very least it will piss them off as much as they are pissing us off!

  • Cyan is firmware, not OS.
  • Fingers crossed that, now that Microsoft controls the Lumia line (therefore the Lumia-specific firmware), the next firmware version (For WP 8.1 Update 2, that will start with and 'E') will also be available on the Preview for Developers channel. Sure, this leaves out HTC, Samsung, BLU and other WP devices, but since 90%+ of WP devices are Lumia: The majority will be happy. :)
  • I think we've been spoiled by Nokia with all their firmware updates. Definitely wasn't the norm before with other OEMs. Don't get me wrong. I remember receiving one or two firmware updates on my HTC 8X, but nothing to the frequency of Nokias Lumia line.

  • Can anyone help me regarding this:
    I have Nokia Lumia 720 with cyan and (not with app folder on live tile start screen). So here I want to know which version of OS is it which has app folder in start screen and will it cause problem of OS bug like that BIT LOCKER problem( which is why I have again not downloaded the app folder version via preview for developers so it wont cause any OS bug).

  • The bit locker problem was only for devices which ran the 8.1 preview, you're not gonna have any problem after updating to .1.1 or to this

  • I don't really understand what you're asking, but the latest version of Preview for Developers is called Windows Phone 8.1 Update (colloquially knows as WP 8.1.1), and this is the one that has Start screen folders for apps. The folder functionality is NOT dependent on firmware. The issue with upgrading to carrier-distributed versions from the Preview have been fixed, supposedly.
  • Well the only reason is bugs I had so many in my phone that even Microsoft asked me if I could send them my phone for OS investigation so that's what concerns me. I font want anymore bugs

  • Guess who has a new Nokia Lumia 720 from Microsoft with in built CYAN inside. That's the reason I am hesitating to download the update again. It might cause problems so am afraid.
  • The Preview for Developers does NOT update your firmware. You will have Cyan no matter what.

  • Yeah, the last one did make it a whole lot smother, but it brought with it it's own set of issues.. This is THE worst WP experience I've ever had... I have to press the home button a thousand times to get back to the start screen.. SMH... But, that's the price to pay for being a beta tester.

  • How are these builds released to the carriers? This is WP8.1.1.3... It's the 1.3 that we are practically beta testing for MS by participating in the DP... Im sorry, but as long as there are patches before the official WP GDR1 update is released this is not final software..
  • You know besides the Dev Preview installs, I think some nokia phones just come with issues to be honest. I went thru 3 lumia 925's before I got the 'perfect' one. My previous ones had light dimming issues, sensitive screen taps, scrolling turned to taps, speaker issues, and one had a very very subtle vibrate engine. but I've had the last one for 6 months now and its perfect, its been thru a couple Dev preview builds without cyan and then when tmobile released cyan it got even better after a couple soft resets and now its smooth as pears...

  • Do you see a brand new fancy schmancy music app coming out for WP 8.1? Office apps? Skype? Let me tell you the answer: No. They're working on universal apps for Windows 10.
  • I agree 100% on the music and video apps. I believe they will release brand new ones for 10. But to say wp8 is dead is over the top. Cuz windows 10 IS a windows 8 update. This isn't a kernel change like we saw with wp7 to 8. As a matter of fact the Windows NT kernel is literally just jumping .1 version from NT 6.3 in windows 8.1 to NT 6.4 in windows 10. So all apps on the store now will work with 10. Now they could place restrictions on NEW apps once windows 10 is out, which i think its what you're implying.
  • 10 is build on 8 so I see the WP 10 as a continuation of WP 8.1
