Windows 10 Patch Tuesday update 15063.608 now available for PC and Mobile

Microsoft is rolling out new Patch Tuesday updates for September on PC and Mobile today. This months patches bring Windows 10 up to build 15063.608 and includes a number of new fixes and under the hood enhancements. The update on PC is rolling out as KB4038788 (opens in new tab), with the Mobile update referring to itself as "2017-09 update for Windows 10."


  • Addressed issue where the color profiles do not revert to the user-specified settings after playing a full-screen game.
  • Updated HDR feature to be turned off by default in the OS.
  • Addressed issue where you can't open the Start menu when you add a third-party IME.
  • Addressed issue with scanners that rely on inbox driver support.
  • Addressed issue in a Mobile Device Manager Enterprise feature to allow headsets to work correctly.
  • Addressed issue where some machines fail to load wireless WAN devices when they resume from Sleep.
  • Addressed issue where Windows Error Reporting doesn't clean up temporary files when there is a redirection on a folder.
  • Addressed issue where revoking a certificate associated with a disabled user account in the CA management console fails. The error is "The user name or password is incorrect. 0x8007052e (WIN32: 1326 ERROR_LOGON_FAILURE)".
  • Addressed issue where LSASS is leaking large amounts of memory.
  • Addressed issue where enabling encryption using syskey.exe renders the system unbootable.
  • Updated the BitLocker.psm1 PowerShell script to not log passwords when logging is enabled.
  • Addressed issue where saving a credential with an empty password to Credential Manager causes the system to crash when attempting to use that credential.
  • Updates to Internet Explorer 11's navigation bar with search box.
  • Addressed issue in Internet Explorer where undo is broken if character conversion is canceled using IME.
  • Addressed issue with the EMIE where Microsoft Edge and Internet Explorer repeatedly switched between each other.
  • Addressed issue where a device may stop responding for several minutes and then stop working with error 0x9F (SYSTEM_POWER_STATE_FAILURE) when a USB network adapter is attached.
  • Addressed issue where some apps cannot be opened because the IPHlpSvc service stops responding during the Windows boot procedure.
  • Addressed issue where spoolsv.exe stops working.
  • Addressed issue where the Get-AuthenticodeSignature cmdlet does not list TimeStamperCertificate even though the file is time stamped.
  • Addressed issue where, after upgrading to Windows 10, users may experience long delays when running applications hosted on Windows Server 2008 SP2.
  • Addressed RemoteApp display issues that occur when you minimize and restore a RemoteApp to full-screen mode.
  • Addressed issue that sometimes causes Windows File Explorer to stop responding and causes the system to stop working.
  • Addressed issue that causes the Export-StartLayout cmdlet to fail when exporting the layout of tiles at startup.
  • Addressed issue where the option to join Azure AAD is sometimes unavailable during the out-of-box experience.
  • Addressed issue where clicking the buttons on Windows Action Center notifications results in no action being taken.
  • Re-release of MS16-087- Security update for Windows print spooler components.
  • Security updates to Microsoft Graphics Component, Windows kernel-mode drivers, Windows shell, Microsoft Uniscribe, Microsoft Edge, Device Guard, Windows TPM, Internet Explorer, Microsoft -Scripting Engine, Windows Hyper-V, Windows kernel, and Windows Virtualization.

The updates are rolling out now for users in the Release Preview ring and Production ring. Make sure you check for updates to get them downloaded, or wait for Windows Update to automatically download them soon.

  • All these useless mobile updates break more than they fix. The way I experience it, is that Microsoft's update system is flawed. The more updates you do the more buggy everything gets. Only a fresh install gives you the best experience. For example I did a full refresh without backup several builds back. Everything worked again, including maps navigation in the background. 2-3 useless updates later everything is **** again.

  • Can't say I've experienced the same thing. If you're getting Windows Insider updates, then occasional restores are just part of the process.
  • It's been like that since the beginning. That's why you should only use a tester phone on the insider. My backup phone is my fast insider, but my everyday phone is on production. The other issue with the builds is the store. Sometimes a build can't access a certain app, or the app won't load until I do reset. Frustrating, but expected in these waters.
  • totally agree with crise. Phone app notifactions are broken since the last "patch", camera crashes even more often, and I'm not even on any Insider ring. Now trying to download this patch my L950 for some reasons tries to download a language pack first (Cortana??) but the download bar doesn't move and I can't abort. Anyone any ideas? Thanks.
    MS is doing an excellent job making the iphone x more and more attractive to me
  • This update actually fixed an issue probably of my own making. The last update didn't install correctly and some of my apps (mainly older WP7/8 games) stopped working completely, (swapping the battery probably didn't help though there was no warning that an update was available when I did that). Updating resolved the problem for me.
  • They broke the WP8 gps apps on a production update, they pushed the update to insider and it brought the bug there. Now they fixed the bug in the insider but today's update didn't bring that fix. They don't even know that was a production update that broke those apps. MS, you don't really know what you're doing anymore, do you. I can't use my favorite GPS app for a month now and it seems I'll have to wait for mobile falls update to get the fix. Just great...
  • They fixed that WP8 GPS app bug in the last Fast Ring update.  Are you saying today's update breaks it again?
  • No. The bug was introduced in a cumulative update for production (August 2017 update). That cumulative update got merged into fast insider later on. On the latest insider they fixed it. But they didn't bring the fix to production on this September 2017 update. They though the bug was exclusive to fast insider but actually originated on production with August 2017 cumulative update. This is utter incompetence from MS. Another month where I can't use the silverlight gps apps I need.
  • Have you thought about moving to the Fast Ring?  It has been pretty stable for me and Silverlight GPS apps work.... thank God... since using Fitbit's running app for cycling just sucked. I'm downloading 15250 now (Fast Ring).  So help me if they broke Silverlight GPS apps again, I'm done.
  • I'm unable to use Edge after the update.  The browser opens but nothing loads.....nothing!

  • I don't use Edge as my browser but did test this. It wouldn't work until a new tab was opened, as you said. Strange bug indeed. Working fine now   Actually, scratch that. Although it appears to work, I get constant 'stopped working' errors in the event log. Mind you, Edge often did that anyway. Back to using my default browser, Chrome

  • The best thing about being one of the 274 people using a WM device is that instead of being delayed in getting an update on the production ring, I now get them immediately.  So I'm now experiencing frustration quicker!  :)

  • Slow.  I can't seem to figure out how to back out of insider.
  •  you don't need to, What build are you on now? A couple builds ago, the wording for insider changed to "just send me early updates" or "the next version of windows" just choose the early updates one
  • I am on 10.0.15245.0 On the Insider settings page, I can only choose Stop receving versions  and choose between Slow and fast.  If I choose to stop receiving and I reinit the phone, it will start reDL to insiders.  Like I never left the insiders prog.  I just want my phone on stable/gm build when feature2 gets rtm.
  •  you are already on feature 2. You are past so you can't get this specific one. If you want to get out of feature2 you will need to use wdrt and flash back to whatever is on the wdrt server

  • yes up to 15063. the only way to test fast or slow would be by a registry hack :) your phone to look like a  550,640,650,950,x3,idol 4s
  •  something still blocks feature 2 on my 950XL spoofed 920. My 950xl spoofed 930  is getting feature 2 ok though
  •  your 1520 should be able to get this one as you're already on my 920 able to get this build
  • Like previous one this update is not installing properly and showing an installation error after reboot.
    I tried thrice to re-download/install but nothing works.
  • I thought similar, but after hearing that the iPhone X is going to drive the next decade of smartphones, I was very unimpressed.  NOTHING new.
  • Can't believe the Silverlight GPS apps bug is not solved (it is in feature2)
  • I'd be more incredulous if they DID fix it. I swear to god, every month I am left disappointed that NONE of the bugs I'm experiencing on my W10 tablet have been addressed. Just updated, and that desktop icon placement bug still isn't fixed.

  • I've exhibited a rash of Edge Tab freezes and prompts to recover them. I hope its just a transitive condition.
  • Ugh, this update broke MicroSD card functionality for me on my 950 XL. After the update restarted it now says the MicroSD card is write protected and to use a different card. Soft reset doesn't do anything. It can read the data just fine. Anyone else get this?
  • Try restarting your computer again after the upgrade - seems to have solved the issue for me (so far anyway).
  • It borked the 64GB microSD card that was in my phone (950 XL) during the update. Restarts don't help, the card is write protected now across all devices I try to use it on (microSD slot in my V8P tablet, USB SD reader for my laptop and desktop). Attempted to put the microSD into a SD card adapter and toggling the Lock switch on that. It changes something, but doesn't resolve the issue. Instead of instantly failing with a write-protected error, it spends hours trying to write a 82 byte text file before finally error-ing out saying the card does not have enough capacity, lol. I had a spare 32GB card, copied the contents from the 64GB card and working fine in my 950 XL. Not happy it ruined my 64GB card.
  • Downloaded the update on my Alcatel Idol S4 and after restart I heard a loud scraping sound( with the volume off) completed the update cycle and now one of the speakers is out/broken> any help please? thanks!  
  • Backup your personal data and restore the phone with Windows Device Recovery Tool. If the problem was caused by software it will fix it. After that you can update again and see if the problem  appears or if it was just a an update-caused bug.

  • My Lumia 950XL's camera & iris scanner stopped working due to Insider. I tried with WDRT but no luck. Gave feedback but it seems like nobody is listening to me. I visited Microsoft care and they asked me for 240$. Anyone else with similar issue?
  • Woohooo, it fixed the issue with pinning websites to home screen with Edge. Now my website looks like an app again on my lumia 950
  • I've unloaded everything I can off my phone and still cannot install this update.
