Gears Tactics is a strategy game along the lines of XCOM. It's coming to PC tomorrow, and Xbox One later this year. It may even be upgraded for Xbox Series X depending on the release date.
Gears Tactics will be available for "free" as part of your Xbox Game Pass Ultimate subscription on PC, but it seems like a lot of people are buying it too. Right now, it's the most popular game on Steam.
While this can be seen as great news for The Coalition, it's not such great news for Xbox Game Pass. Even now, gamers would rather buy a title on Steam than download it for free through the Microsoft Store using Xbox Game Pass. In order to combat this, Microsoft needs to revamp the Microsoft Store so that it's better for game discovery.

In Windows Central's review, Jez Corden wrote, "Gears Tactics is tied together nicely with some epic set-pieces, stunning, well-optimized visuals, and hey, it's on Xbox Game Pass for PC, which in some ways makes it a no-brainer to at least try. While I think this one could have done a lot more to evolve its macro-level progression layer, the minute-to-minute combat is some of the best I've experienced in the genre."

Not sure how you can call that bad news for Game Pass without any Game Pass data. Also, Microsoft Store discovery could be better, but they should probably focus more on the Xbox PC app they already have for games. (IMHO)
Thank you... the writer made a lazy assumption, and really gave an opinion and tried to pass it off as facts. People who want all there games in steam....will possibly buy it for steam, regardless of if its free on another service .... a paid service. WC tend to write lazy articles with opinions.

XBOX GAME PASS GAMES ARE NOT FREE! Just putting that out there. That's literally like saying you get a house for free if you are renting, it's not free, you're paying for it. You stop paying, you relinquish access. It can certainly be considered a better deal than buying outright depending on the amount of time you put into a particular game, but it is not free.
That's why he put free in quotation marks. Although, I do think it's worth qualifying it as not everyone will know what he meant by that.
They really should just leave out the "free" part and state it is available with a Game Pass subscription. Maybe that defeats what they're trying to say. ::shrug::
